Flock Uprising is an independent public-information project. Its map combines upstream public records with community reports, and makes their different status clear.

Independence and names

Flock Uprising is not affiliated with, endorsed by, or operated by Flock Safety, Condor, any camera manufacturer, government body, or law-enforcement agency. Product and company names identify systems described in public sources; their owners retain their respective rights.

Sources, accuracy, and limitations

The upstream point layer is a Finding Flock archive of OpenStreetMap ALPR reports. It is volunteer-mapped and is not an official inventory or proof that a device is active at a location today. Community reports appear immediately after the human check and field validation as Community reported · unverified. They are not independently reviewed before initial publication and may be inaccurate, incomplete, misclassified, or malicious. A source label means only that the described public data source contains the record. Neither layer is comprehensive, and a missing marker does not show that no camera exists.

The map is not live surveillance, an emergency service, a legal determination, or proof of a camera’s present operation. Upstream archive snapshots are retained at file-metadata level; this project does not currently calculate per-camera changes across those archives. City aggregate history is not individual device history. See source details and coverage.

How submitted reports are used

When you submit a community report, you ask us to store and publicly display its coordinates, city/state, system type, vendor selection, optional public source link, and report date so it can appear on the map. You can submit anonymously; the form does not request your name or email. The report is visible immediately after successful bot screening and validation. The owner may hide or restore it after publication to address errors, abuse, privacy, or safety concerns. That moderation does not delay the initial map listing.

Submit only information you have a lawful basis to share. Report equipment visible from a public place; do not submit private-person details, license plates, device identifiers, images of people, a private residence, or a location where publication would create a specific safety risk. Do not add false information, harass or threaten anyone, or encourage interference with equipment. Do not approach, disable, tamper with, or evade cameras or sensors.

By submitting a report, you represent that the material is your own observation or information you may lawfully share, and you grant this project a non-exclusive, worldwide, royalty-free license to store, display, reproduce, and format it for the public map and its operation. This does not transfer ownership of public-source databases or the rights of their contributors.

Responsible access and open data

Do not use the index to stalk, threaten, harass, identify or track private people or vehicles, break into or interfere with equipment, or facilitate unlawful conduct. Do not disrupt the site, bypass access controls, or ignore a source’s access or licensing terms. Downstream use of OpenStreetMap-derived data must follow the ODbL attribution and share-alike requirements described by the Open Database License.

Privacy and safety requests

Use the private correction form to identify a source record that needs review. It does not automatically remove an upstream OSM point. We may hide community reports after publication when a safety, privacy, abuse, or accuracy issue warrants it. See the privacy notice.

Availability and disclaimer

Data and services may be paused when a source’s terms change, a privacy or safety concern arises, or free provider limits are reached. The project makes no promise of uninterrupted service, completeness, or accuracy. To the extent permitted by applicable law, the site and its data are provided without warranty. This plain-language summary is not legal advice, a promise of immunity, or a conclusion that publication is lawful in every jurisdiction. Seek qualified legal guidance for a particular issue.
